Yes, I can understand your frustration. "Soon" means within a month. That's the closest I can say. I don't know why they are waiting with the announcement, but from what I've been told, it has to do with GN'Rs unstability. They were announced before and cancelled. I'm sure the promoters don't want to take any more risk with the band. And, by the way, I personally think that is very plausible.
Just enjoy all the things that are currently happening. You will know soon enough to be able to buy tickets. Don't fear to not get tickets, because a festival will not announce a band after tickets are sold out.
