I really don't think its the webmasters fault. It takes some time to edit a video before you send it to Axl for approval.
It takes Axl awhile to to even watch the video. When he does, he has to spend some time thinking if it would be a good release. If he doesn't like it, it will be scrapped. If he does like it, it will take him several months to get it to the webmaster. By then the webmaster is on an extended vacation traveling world. Then we end up speculating about it for years. Then Axl resurfaces 14 years down the road at the MTV music awards, and Kurt Loder asks him when the video will be released on the website... 
But in all seriousness it isn't likely to get a high quality video up in a couple of days.
Then the webmaster should say "Come back SOMETIME LATER ON for an exclusive video from the concert"....not "Thursday" or "soon". Apparently he's never been to a GNR concert.
