Having listened to a good deal of both's solo output, I'd say that Bumble's stuff is initially much more accesibille than Bucket's.  Adventures of Bumblefoot sounds like an awesome soundtrack to a late 80s/early 90s beat em up game.  For an on stage presence, I'd take Ron in a heartbeat because you can actually get a sense of him loving his job.  The 2002 shows had Bucket usually on his side of the stage by himself, face covered so you couldn't see any emotion, and physically looking bored despite playing some crazy line.  The only time he seemed to really come alive was during his showcase spots.  You'd have Axl running around, Tommy and Richard flipping out, Robin doing his little fire dances and humping his guitars, Dizzy and Pittman doing as much as you can from their spots, and Bucket off in his own world standing still.

That being said, I think Bucket is a more talented and proficient player, more creative, and just all around better than Ron.  But Ron fits in the band much more, especially on stage.  I'd really like to hear what he could bring to a GNR album like Bucket did.

He brought the shacklers and rhiad solos.......

Need anyone say more?

In all fairness though, his solo on scraped is tight.
