It could be a song on GNR's next album, the uniquely titled 'Musings on the pedestrianisation of Norwich City Centre'.

I cant read that apart from the "pedestrian" part 

'This street is designated for pedestrian use'

Maybe lyrics for 'This Street of Dreams II'

I see the 'This streets' part and 'the' on the right side.

If it does say that, then surely it's entirely possible that part of the reason for the photograph is to show rebellion, even on a small scale, in China?
