It could be a song on GNR's next album, the uniquely titled 'Musings on the pedestrianisation of Norwich City Centre'.

If it does say that, then surely it's entirely possible that part of the reason for the photograph is to show rebellion, even on a small scale, in China?

Someone is using a bicycle on a pedestrian-only footpath - not allowed.
