Closest thing to Ron talking I've heard is when he finished off You Could Be Mine at the Download Festival, he really should stick to guitar and leave the microphone alone.

IMO Ron's voice is one more of his talents. Maybe you haven't checked Bumble's albums or it's just a matter of taste. But I... I could spend all my days listening to Ron Thal.
On topic, I think the guys don't talk because they don't need to. Axl is the one who has charisma to face a hostile crowd (GnR fans are wild and scary) so there's no need to expose the band as well. There's a reason why singers are called "frontmen" or "spokesmen", right?
Even so, I bet they can talk if they want to, but it is not often necessary, since this band really gets along well and they are in a same wavelenght. Then mostly it's the music that does the talking.
