Whoever sanctioned hacking private phones should go to prison for a very, very, very long time. Of course, damage limitation will not allow the chief to go, but someone must be accountable.
What they did was beyond abhorrent. Interestingly, I'm reading Jon Ronson's "The Psychopath Test" (brilliant book), and it just saddens me to think how the most powerful in society have no morals whatsoever. Murdoch is a deceitful, manipulative and selfish bastard, who should be hung by his scrotum from the gates at Downing Street. He is a danger to society because he wields too much power, and, clearly, he is not afraid to exploit it.
